Since 2003, the management of electronic waste in India has been discussed at various forums. The issue gathered momentum due to the high obsolescence rates of electronic and electrical appliances (EEE), increased disposal rates and enhanced awareness about toxicity and hazardous improper disposal. Taking cognizance of this emerging issue, the Government of India issued guidelines for environmentally sound processing of e-waste, and subsequently drafted legislation on safe e-waste management. In this paper, existing challenges faced by the European Union, South African and China in e-waste management and regulations are discussed briefly. Using the classic Policy Cycle as a theoretical construct, we look at India’s e-waste policy formulation, outline the content of stakeholder consultations and formation of the coalition that played an enabling role in developing and finalizing the policy at various levels. We conclude by discussing a few of the obstacles that can impact the implementation and enforcement of India’s new E -Waste Management and Handling Rules 2011.
